DAVID L. ARNOLD

Dave Arnold is a shareholder and CEO of Pender & Coward, P.C. He founded Pender & Coward’s Eminent Domain / Right of Way Practice Group more than fifteen years ago.   Dave serves as an advisor to state and government agencies, municipalities, utilities, transit authorities, and consultants in all phases of right-of-way projects. He also serves as General Counsel to the International Right of Way Association (“IRWA”). Dave is AV-Rated (“Preeminent”) by the Martindale-Hubbell Peer Review Ratings system, is listed in Best Lawyers in America for eminent domain, and is a Coastal Virginia Top Lawyer in eminent domain. He has been named by his peers as a member of Virginia’s “Legal Elite” each year since 2013.

A frequent speaker at industry conferences, Dave also leads continuing legal education seminars and IRWA meetings on eminent domain law and right of way acquisition topics. He is certified as a Senior Right of Way Professional (SR/WA) by the IRWA.

Dave received his law degree from the College of William and Mary in 1992, his undergraduate degree from the University of Virginia in 1989, and he is licensed to practice law in Virginia, North Carolina, and Texas.  He enjoys spending time on calm waters, grunge music, and the Kentucky bourbon trail. Dave also co-hosts the popular “Infrastructure Junkies!” podcast which focuses on eminent domain and right-of-way issues and can be found on iTunes or on any major podcast platform.

D. ROSSEN S. GREENE

Ross Greene is a firm shareholder and chair of the firm’s Right of Way/Eminent Domain Practice Group.  Ross, in addition to editing this blog, focuses his practice in the areas of eminent domain and right of way, and related litigation. He has received the SR/WA designation from the International Right of Way Association.  He is the Chair of Region 4 of the IRWA and a past President of IRWA Chapter 52 (Old Dominion). Ross is AV-Rated (“Preeminent”) by the Martindale-Hubbell Peer Review Ratings system, and he has appeared in Super Lawyers and Coastal Virginia’s Top Lawyers.

Ross speaks regularly on topics related to eminent domain, real property, property rights, and right-of-way law. He represents condemning authorities for right-of-way projects, including state government agencies, utilities, municipalities and right-of-way consultants. His right-of-way practice includes litigation in state and federal courts regarding property valuation, eminent domain/condemnation and inverse condemnation, and the Uniform Relocation Act.

Ross received his law degree from the University of Richmond School of Law in 2007, and his undergraduate degree from Hampden-Sydney College in 2003. He is licensed to practice law in Virginia and North Carolina.
